Bianca Costa Davis is a warranted and Certified Grants Management Officer (CGMO) with the National Grants Management Association and a Certified Contract Officer Representative (COR) level II with the federal government. Bianca has over 26 years of federal service and has served in numerous roles; Grants Management Analyst, Grants Management Officer, Contract Officer Representative, Branch Chief, Director, Deputy Director and Chief Information Officer. Bianca led multimillion dollar systems development efforts in disaster grant, non-disaster grant, enterprise operations, financial, procurement, records management, and data architectural systems.
Bianca has represented several agencies on Grants Task Force, Tiger Teams, and other interagency boards and government-wide initiatives. As an expert on systems development, grants management, and data Bianca is frequently tapped for her unique perspective on grooming citizen developers, data first strategy and application development. Bianca has trained users across the US on several different systems, data, and leadership skills both in person and virtually. Additionally, she has championed the use of technology and effective systems to gain cost savings, efficiencies, and process automation.

She has sat on numerous panels, presented, and led discussions at numerous conferences, industry days, and workshops such as: the National Grants Management Association (NGMA)’s annual Conference, the Hazard Mitigation Assistance Conference, the UASI Conference, Office of the National Coordinator for Health IT’s Annual Conference, and ASFHS Cyber Security Conference just to name a few.
Bianca holds a Bachelor of Arts degree from the St. Elizabeth University, Morristown, NJ and a post graduate degree in Computer Science from Marymount University, Arlington, VA. Bianca is very involved in her community and in 2020 was appointed to the Rocky Mount Historic Preservation Commission by the Mayor where she now services as the Vice-Chair for the board. She was instrumental in establishing the Historic Edgemont Community Association’s nonprofit status and has raised significant funding through grants and community partnerships. Bianca Chairs the board of directors for Team Cold Case (501C3), a nonprofit organization that focuses on getting tips from the public that leads to the resolution of unsolved murders in NC. Additionally, Bianca serves on the board of the Women of God Network, House of Timbuktu Foundation, and Epilepsy Research Foundation.
